Wither boss

They should probably be around 10K, because I spawned a wither in single player survival, and it wasn't that hard actually.

I definitely think nether stars should be obtainable.
Personally, I'd prefer to see the creation of a Wither arena.  Perhaps contained within a solid cube of bedrock somewhere in TheEnd.

Not sure how arena access and spawning would work though...
I suppose there could be a sign in the market  - 5k for a teleport to the arena.
Perhaps another sign in the arena that would spawn a wither for 10k.

Of course, there would have to be informational signs suggesting that users Not teleport/summon unless they have enough credits banked for a return trip(in case they are killed).
And it would be necessary to prevent people from setting homes within the arena.

Might be better to have the teleport sign in one of the buildings near the market and setup a line of informational signs users would have to walk past  - like at the spawn.  That way people couldn't really complain if they got killed by wither and didn't have enough credits banked to return to the arena.

It shouldn't be priced 5k to teleport to the arena when you would die repeatedly. The Wither is challenging enough so it should be cheap or free to enter the arena.
