Like the Ederdragon, we'd only spawn in the Wither every now and then, since it seems like it tends to destroy blocks not native to its realm, which can constitute to a buttload of missing blocks if players aren't careful.
Come to think of it, I don't think we're spawning the enderdragon anymore, since I haven't heard any word on any recent End Exhibitions...

They cant brake obsidian so if you make a save room its fine in a controled envirment, maybe u need permission to make one, like thry make an area that alows you to creat the boss, for say a obsiadam room so no harm is done

There's going to be those few opportunities where people are going to break the obsidian walls out of 'curiosity' and let loose the firestorm that resides within.
Unless of course that area is zoned, I don't think we can control that for very long.
And I do believe that, like the enderdragon, the Wither can go through blocks to reach players. I have not tested that theory out as of yet, so don't quote me on that.
