All the owner would be allowed to do is add people to the list of members which would have untouched access to the city. Not too sure about protection stones though.

How long does one have to wait before submitting a new application?
That was not mentioned on the application format.
And part of the requirements had nothing to do with activity either.

Not sure, and I've been told that if the owner hasnt been ingame in quite a while, I'm allowed to reject the app. You were offline for almost a month.
