That is not currently an open job as of now just the farming job is open
If your talking about building in your city across from mine then you don't have to apply for that its yours
But unless its that the job isn't currently open.

The bay colony area has expanded slightly
More plots are available In new locations
Also the bay colony public utility building is now open with enchanting brewing crafting and cooking and an anvil!
