If the ownership of this city is in dispute I suggest that it should be brought to Administration for further review.

That said, if the ownership was originally with Victino, then that's the owner.  Due to his ban, the ownership falls to any co-owner(s) he might have had.

If there was more than one co-owner then they are BOTH deemed owners of the city and they'll have to work out any disputes because neither has the right to claim sole ownership of the city.

If you are NOT the sole owner of this city Evan then I would be very careful claiming ownership of it.

Viper it was dealt with. Evan got the city, I got a bunker in the city and a 21x21 square to build on. We did take it to Ops and Moderators, and they chose as they saw fit.
