i dont think he is talking about spawning the dragon
more about how random people that walk around in the end die from it

i would not be very happy if i would walk in the end, without paying attention to the chat
and suddently a huge dragon appears and kills me :o
i dont realy espect a dragon to be there :-\

Enderdragons only belong in the End. If we were to spawn it anywhere else, people might get the idea of 'luring' it to grief a whole lot of stuff

Because of the fact that we have cities in there, we don't spawn that many dragons, but on occasion one will be spawned to entertain the crowds for a bit.

Plus we can always undo the dragons grief :)
