Yes. Just make it a long one, and turn it off after use.

Is it still allowed to use it for my semi-auto farm? I only use Repeaters to make the Redstone wire reach further.

I'm fairly sure all redstone timers are not allowed. If a minecart timer uses redstone and repeaters its best to not have one.

From what I've been told, minecarts (and boats) use a lot of resources.  I recall a couple farms being disabled for this, but I could be wrong.  It would probably be better for you to just install a button to press.

My opinion is that making a timer is pretty much useless unless you will be staying in that particular chunk forever. Buttons work the best because you can just hit it whenever you have been working in the chunk for a bit. Also, timers will not last forever, eventually due to server lag and restarts the timer will stop. Buttons are the way to go.

Use BUD switches...melon pops as soon as it grows. Not the most space efficient, but the most time efficient (when looking at a single melon)

Not to mention timers can be broken with a command.

So I'm getting the feeling that redstone enthusiasts will NOT be able to try out their latest-and-greatest inventions that involve multiple timers and/or pulsers. Such a shame. Anyway, they are free to do that on SSP.

Thats how I have done mine, but I don't have a bud switch on 1 pumpkin.
I have set up my pumpkin farm and then to the side I have a bud switch, this has 3 melons around it that when 1 grows activates the farm.
I also added a on/off switch so when I leave I can turn it off.
