You need to use large letters and the red colour:
AS OF RIGHT NOW, NOBODY (except for white-listed individuals) CAN GET ONTO THE WORLD UNTIL IT IS FINALIZED AND READY TO BE LINKED TO THE SMP SERVER.

I think he ment who will be able to go on. Not who can go on right now. If that was your question everyone who made an account on the forums, (members) and higher such as trusted.

That sir is a lie. You don't have access to the member world obviously since not just anybody can get on yet.
