Cheaters - Need some justice!

I know of two people that play on Opticraft and use X-Ray Texture Packs.
I know this because I spoke to them about this in real life.
They know it is against the rules, I have asked them to stop.
But they continue to use it.

It's my friends little brother and his friend.
I don't particularly like them...
But I don't want them to get a permanent ban I just want a lesson to be learnt.
But a longish time, 1-2 months? Or is that too harsh? I don't really know...
