Safe to update to 1.3.2

Minecraft 1.3.2 can play on 1.3.1 servers, so upgrade if you want.

The updates such as 1.3.2 or 1.3.3 or 1.3.4 are just usually bug fixes, so most mods/clients made for 1.3.1 will work in any of the newer 1.3 servers/clients.

Once you login, you are either prompt with an update message or you can go
click: Minecraft > Options > Force Update > Login.
