Rather than having a long list of allowed mods it's best to ban them all, as new mods are coming out daily and it would be a waste of time adding new mods to the list. So IMO only opti fine no other crap.

i have protection stones covering every square. the only way in is a locked door
zombies cant spawn as the entire area is lit

Well so you want your mine to be protected? It isn't part of the city...and what's makes u so sure u claimed every spawner? Also u have neighbors,it's possible for them to explore caves under te city .
I am just statig the facts as reserving space u did not make is SELFISH and I do see you stating clearly ONE mine so I suppose the rest is private... Unless you have proof that ur entire city has basements to bed rock u should not be asking for bedrock protection as just 1 basement to bed rock isn't enough to justify bed rock protection.

It's not considered as grief mods don't care what u consider as grief, u didn't make the beneath of ur city block by block so it's technically anyone's game. it is unfair for people mining deep underground and dig into a spawner or diamonds then realizing someone claimed the entire area.
And just to add ur basement isn't to bed rock so it won't get until bedrock protection.

D00m, city protection does go to bedrock, and it's fine if they cover the entire ocean or jungle island. As long as we have what we have built, it will be fine.
i have city protection it's does not go to bed rock xD

why do u need it to bedrock? are you trying to reserver all the ores there? and all the monster spawner there?..... as far as i know all cities are protected depending on the buildings, so if ur basement is 10 blocks deep the protection will cover 10 blocks deep... however if its just one building which is 10 blocks deep it may not be proteced at all..(like my city where bhoughton basement wasnt protected)
also if you have read the other city applications, they will not protect the entire ocean, and will only protect your buildings, so any parts that u have not build or intending to build, they will not protect it
